Filtering for HKCU\Software\Microsoft\RAS matches both RAS Autodial and RAS Phonebook changes.
I get 7 hits on RAS Autodial when changing between "dial when a network connection is not present" to "never dial a connection". But you are also right that some changes are written in HKCU\Software\Microsoft\windows\CurrentVersion\Internet Settings So you could try that as well.
