I have heard that ViaTalk and Sunrocket (both of which would be better
value than Vonage) both work with Satellite systems.  I am currently
trying Sunrocket but my PPV usage is so low I don't know when I'll get
to test it.

The big caveat to these VOIP services is having a cell phone as a
backup, which I think most people in the US do these days.

DSL and Cable would surely be in the same boat - they both have
routers which rely on electricity.
