True, you still need your own XP CD and you have to run the program to make
the ISO, but UBCD has a lot more stuff automatically bundled in, compared to
BartPE.   So there's not as much thought required.

make your own ISO file.

I don't think you'll be able to download a ready-made PE ISO file since 
you are supposed to use your own copy of the XP cd to create it. I think 
distributing a ready made file is contrary to the PE builder licence 
agreement.
