Your cable modem is an intelligent beast, and it's controlled by the
cable company. Their network runs at *much* higher speeds than your
modem allows you to use. They tell it how many bits-per-second to allow
for your uploads and downloads. This allows them to control the load on
their network.

They've determined that they have the bandwidth to support these
increased speeds, and doing so will give them a competitive advantage
(especially over DSL). All they have to do is to tell your modem to
allow the higher speeds.

I remember hearing about cable broadband subscribers who found out how
to tell their modems to remove all caps on transmission speed. Their
providers found out (your modem is intelligent and THEY control it!!)
and the perpetrators were banned from broadband access.

Are you having problems uploading data? Do you frequently have to wait
for huge uploads to complete?

Few home users upload much at all. POST and GET commands to web sites,
short commands to POP3 and SMTP servers, maybe commands to USENET
servers. If you're not spending time waiting for uploads to complete,
then don't spend the extra money.
