The colour scheme for the start button, taskbar etc is a theme,
GraphiteD, and the folder/icon enhancements are an icon package
called "artwork" applied with Stardock's Icon Packager.
FWIW I use the Classic desktop & have White Icon lettering on a dark wallpaper.
