The wife with her 98se system uses DeskColor to change the Icon Text
Color but I don't know whether it works with Xp or not. IIRC the icon
text color was stuck on black with 9x.

5.5 or later for Xp but I agree that one should be able to change the
text color from within Windows Classic desktop without a 3rd party
app. Heck in 9x one couldn't even get rid of the icon drop shadow
without another app & I could do more with PC Tools Desktop on Win
3.1 desktop than I could with 9x.
