Does the offending process appear in Task Manager?
Try sorting by CPU %age, setting it to a high update frequency and
seeing what eats the CPU.
If nothing is apparent try downloading the free 'Process Explorer' as it
has a nice %CPU graph per process which is good for tracking down things
like this.

useless programs and used all system tools and defragged. I put on no new

read the event viewer that well, actually not at all, so I don't know what
to look for. Can anyone give guidance. This event is really slowing down
everything including browsing, loading files, opening programs.
