Ahh, someone else mentioned a built in load to ensure that the power 
supply will start up properly when not connected into a system.

The fundamental problem with power supply testers is that they don't 
place a PSU under realistic working conditions.  I find that many PSU 
are totally unable to supply their rated power and maintain their rated 
voltages at full load.

I know of several issues that can cause problems under certain 
conditions.  One PSU that I dealt with caused DECT phone communications 
failure in several adjacent properties !!  The computer in question 
worked just fine without any apparent ill effect....  Until the owner 
decided to go wireless broadband !!!
