As a followup, I have gotten word from the repair shop at which I dropped 
my computer off this morning:  It appears that my hard drive was sick.  
When he disconnected my 2nd hard drive, the system ran perfectly; with 
the hard drive connected it would not even read [much less burn] CDs.  My 
best/only guess is that as part of the flaking out the previous week of 
my PSU it somehow fried the electronics for the HD and I guess the HD was 
screwing up the IDE bus or some such. [the drive this was scavenged from 
an *ancient* IBM Aptiva I had many many moons ago].

Not one of my first-choice guesses as to what the problem was going to be 
[although I admit that I did suspect it was hardware and my system 
checked out OK with the MS Memory test running for 8 hrs].
