You should also consider that if the PC is connected to any external agency ( as in browsing the www, or getting e-mail via an ISP) then you are effectively connected to a network, - either acting as part of a 'LAN' if using broadband, or simply as part of a WAN if using an (old-style) modem.
I've actually had systems infected via a broadband link while connecting to complete an XP installation, and get the requisite security fixes. Now when installing windows, I connect the router/broadband 'modem' to a PC, but pull the external connection from that so the install sees the PC has a LAN connection, but cannot be got-at via that connection until I've installed the AV, and ensured the firewall activated.
