make depend broken winerr_enu.mc.rc

Hi,

After updating from the cvs just now, make depend failed on
dlls/kernel/messages/winerr_enu.mc.rc

After "touch"ing this file, make depend works again. Better touch
winerr_enu.mc afterwards to make the timestamps right though.
