The flip side is then we end up with a ton of stub DLLs and programs that could work in its absence now break. This is a danger whenever you add stubs, it's happened with function stubs as well.

Also maybe these DLLs can Just be excluded from the "make Install". There should be 2 DLL templates (in Makfile) one for installable DLL and one for not-installable. The packagers should make it a rule to only include Installable DLLs.
