In the past there have been two reasons:

*) Gentoo users "OMG I don't want the opengl use flag!!!!11!1"
*) XVnc

Since our dynamic libGL loading basically allows for 2D ddraw operation without 
libGL we implemented this, but since barely any wine developer has such a 
system this functionality breaks every other week. I am not disinclined to kill 
it and refuse to load the DLL entirely when GL is not available.
