I am baffled by this.  How can a University or College restrict the OS
choices of its users?

Our wireless LAN uses a web-based back-end auth system specifically so
that we can accomodate the widest variety of client devices.  We have had
only one problem, and that is that the browsers commonly available on
PalmOS do not support SSL (required for secure connection to the
authentication webpage).  We considered this a problem, and dug around
until we found that the Eudora client suite did include an SSL-capable
browser for PalmOS.
