Our experience is very similar to that described by Hector Rios.

Unless the construction project for a new building will directly fund WLAN 
design (per a Statement-of-Work specified by central IT), it is now my 
preference to perform WLAN design in-house.  Contract designers who are 
willing to work for hourly rates that the University can afford to pay are 
usually not up to the task of designing for high-density and high 
performance.   Contractors who can do this well (e.g. stadium-design 
specialists) tend to charge much more than our budget will normally 
support.
