Err, that's odd.

Are you able to capture a packet dump in monitor mode on the 'off' channel
and show the beacons
showing up with crap RSSI?

Do this:

ifconfig wlan0 destroy (you don't want any other VAPs running)
ifconfig wlan0 create wlandev rtwn0 wlanmode monitor channel 132:vht/20
ifconfig wlan0 up
tcpdump -ni wlan0 -y IEEE802_11_RADIO -v -l -w beacons.pcap

and let that run for a while, then you can use wireshark to view said
beacons. If you manage to capture some then
please share it with me so i can see.
