Correct. Ever since the LM4800A the hardware has ignored the signal that was
used to indicate ISA/PCI mode and passed the "use PCMCIA" state to the firmware.
Thus, for ISA/PCI use they have a different bootblock which in turn ignores the
indication and forces ISA/PCI mode. I know that it is a hardware change because
even the newest PCMCIA bootblocks work in both modes if installed on a pre-4800A
card. (I haven't tried installing a new ISA/PCI bootblock on an older card
because I wouldn't be able to undo the process if it became ISA/PCI-only as I
expect it would. I have an image that writes the bootblock, but it works only
in PCMCIA mode. Patching it is tricky because the instruction set is not
documented.)

Clearly someone knows--even someone outside Aironet/Cisco. Unfortunately,
people with low-level Aironet knowledge hold it very close. :(
