This is only (ever) true if your path-loss coefficient is '2.0', which it almost never is. In fact, in "metro-urban" environments, it can be 4.0, or higher, and indoor office environments typically range between 3.0 adn 3.5 (but can go higher).
If your path-loss coefficient is 4.0, then your 6dBm of additional ERIP will only get you 1.5dB more in range, or about 1.4X the range of the solution that is down 6dBm in EIRP.
