I'm not 100% sure, but my first inclination would be no. If lightning hits your tower and the equipment/tower is not properly grounded with surge suppression in place, it will get blown, whether it is powered up or not. Current is still going to flow through the radio; it just won't make it out the Ethernet because you unplugged the line.
