I did look at the budget for the project. However, without an anchor customer the business plan doesn't look too hot. Personally, I doubt Earthlink can even afford to do it. Then again, they probably can't afford to not do it. I'd hate to be a shareholder.

Even if we did do a deal with the city that wouldn't stop a new player from entering the market. Again, without something of value provided by the city there is no reason to do the deal.
