You could also consider limiting the number of simultaneous connections- We limit our residential plans to 75 (Family basic) and 100 (family Power) simultaneous connections. If they share the connections or have many computers they will max out real quick. The numbers have been tested (75 and 100) over the past few years and cover 99% of our residential user's just fine.
This also helps with peer to peer traffic as well. We use Allot bandwidth managers but most of the standards traffic managers can do it.
