I think you should re-read the constitution. Interstate commerce, eminent domain. I can come (as a public utility) and TAKE your property. Read it. 5th amendment. (not just for pleading the fifth). (And I have done this in the past when forced into it). You want to use the commons of the nation, prepare to be regulated.
