Most WISPs just plain suck at marketing, my own certainly included. There are at least 7 WISPs in my county, most have been here for quite a while. When I come across someone that wants service, they are ecstatic that someone is offering this service. I won't tell them that others have been doing it here 3 - 4 years longer than I have been.
Also, I'm not exactly sure of their intentions, but there are initiatives out there to get broadband as the US knows it today out to more people. There are also initiatives to raise the bar to 100 - 1000 meg connections.
