Splitting hairs Chuck. If it's government mandated collections it's a tax. If it's government mandated expenditure it's a subsidy. grin
I'm not saying it doesn't have it's place. Heck I'd love to get what Century Tel gets out here! If I could find a way to do so I'd do what I could to get in front of that revenue stream.
