Comedy Mikrotik option. Seriously, that's what I'm using right now, and it works "well enough" for almost everything we do here. If you're trying to block P2P traffic, say, it catches most things. Doesn't (yet) detect and flag encrypted BitTorrent traffic, but you can spot that by looking at all the little teensy packets, and shut the user off by-hand (or maybe set up some sort of throttler based on packets-per-second, but I've always seen that cause more problems than it solves).
