There are whitelist companies. Goog/yahoo/live and other popular web sites (ie mc donalds/BofA etc) pay 50k+ a year to be on that list.
People then subscribe to that list and pass the traffic uninhibited for a share of the profit. I previously worked at an event management company that got well over 10 million visitors a day, and sent out massive amounts of e-mail. We paid to be on such lists.
