Just to add on Jonathan's student requirements...I live in a county of less 
than 3,000 households. Our school system's have 100Mbit connections to the 
Internet. They also have fiber connecting every school to each other, and have 
been doing "video" classes for over 4 years.

I think that is great, considering the fastest connection for Internet here for 
home/business is 3 Mbit. I do have some sub's that are teachers, and the 
constantly complain about the speed they have at home. My statement to them is 
this: "I guess it is much like driving a Corvette all day and then going to 
your house to drive a Volkswagen?" They always respond with a resounding yes. 
Then I tell them, "Well, in our part of the country, Corvettes are only sold to 
government based entities." They and us get a good laugh out of that, and I 
then go on to explain the technical reasons behind that. Most get completely 
lost then.
