You'll never catch everything. Once its encrypted its really hard to block. What your better off doing is blocking what you can, And when you have a problem, Queue that user down to something you see acceptable. I've had people yell and scream that you can't do this, Like comcast got nailed for. But the catch is, They were doing it all the time. Not only when there was congestion/high latency on the network.
