Yes you can do route the publics over a internal private ip network but of course you do not want/need to nat. Drawback (advantage) is that people on the outside can not traceroute through your internal network because you use private ips but that don't prohibit them from reaching the public ips on your inside internal network.

Heck, I have the whole "turn a pair of Mikrotik radios into transparent bridges" instructions down to a one-pager, suitable for the field techs to use.
