If enough ISP's take the position of "not my job" and stick to it, it may hold them off. Problem is most ISPs are their own little kingdom with no meaningful interaction with other operators.

My concern though is that if the Comcast/NBC deal goes through, Comcast will suddenly be an even bigger content owner (granted they have small content now) and I fear they will lobby hard for ISP's to be content police.
