Guess it depends on where you are... 

When I was in EMS in Atlantic City - I would see seagulls and other birds
use these to drop their prey - fish or whatever on... 
then they would perch on them and have a feast 


Never saw them act as a deterrent... 

Then again - swimming in that part of the Atlantic does make one kinda
rubbery - so perhaps their feet have become accustomed...
