You can also get a data card with a telemetry plan from a cell carrier and plug it into a Mikrotik. The setup fee can be pretty steep but once its set up the cost isn't super high so long as you aren't pushing a lot of data. Gets you out of band access to the tower network including any network controllable outlet strips/PDUs/rebooters.
