Well, sure, it's possible, as long as you are able to use levels of laser power that would be really unfriendly to anyone unlucky enough to step in front of it. You can bounce laser signals off the reflector left on the moon, so I don't think 35 miles would be that much of a challenge :) Now, could a civilian deploy something with this range at a reasonable bandwidth in a location where faces might conceivable intercept the beam? I'm guessing not so much...
