I guess you could say it is was an “ad”, as it is the handout the guy had. The RADAR was over at the TV station. It is no “widget” and it is perfectly legit. It is a Weather RADAR. It appears to be a solid-state weather radar, the type of device whose legitimate users are the primary users who are supposed to be protected by DFS.
