Us too. They are isolated from the internet, but we still have them doing things.

That was why I brought it up.

I don't believe we can force users off XP.
Obviously, proper port blocking helps. Placing your XP users on source NAT'ed IP's might help.

Are there other options? Packet filtering? Email filtering? Something else?

That is a good point, "is there anything we can do" to get users off XP? When these systems get infected (I would assume some savy hackers and spammers are gearing up for the end of XP patches), we will suffer too... in our networks.

Well, it won't be working for long if they don't upgrade.

Windows XP security updates end in April 2014.

Windows XP usage still above 30%.

Is there anything we, as ISP's, can do to protect our users who,
    for
whatever reason have not, will not or can not upgrade?

I have users who won't spend $$ to replace a working system if they
don't see a good reason to.
