Let me see if I fully understand the situation. This is what I understand
from what is written above.

You have a router as a DHCP server, which goes through a bridged CPE Radio
and gives the sub's router's WAN DHCP client it's address. (Please correct
this if wrong)

So when you ping the CPE radio static address from your router, it works.
But if you ping from sub's router or directly to CPE radio it returns
192.168.10.1?

I do not think we have a clear picture yet of how and what umits are
involve. My description is sort of best guess.
