We have a APC ups on site, problem is voltage drops below the UPS threshold (90 vac) I need something that would regulate from 60-70 vac upwards

Apc battery backup. They will trim and boost for you. We have a site that drops to 100vac in the winter when the heater kicks on (old building and wiring :-/ ) the apc boost the load to 120.
