Rising the antenna height is a solution but better idea will be to increase the gain 
their by directivity and more information can be provided if i can know whether its a 
point to point or multipoint link u r trying to establish
other factors affecting the performance of the link can be reflectors and obsorbers in 
the rf path. to find the u need to perform some link test 
and it would be greate if we know the frequency range u r trying to use
