I think that if you URL encode it, the characters should be preserved, and Flash will display it as regular characters. The one thing to ensure is that Flash must have the font embedded with all the special characters you  Just checking off 'embed entire font' or something like that won't work reliably; you may need to check off 'all upper, lower, special characters and these ones here' and enter the 'umlaute letters' in the available text field...
