Frederik has a point here, I didn't think about it myself. This requirement for 
a -loc to be specified only applies to projects using WixUI, doesn't it? If 
this is so, he is right: due to the recent appearance of WixUI, there aren't 
too many projects to break out there in the wild.

But if this still is considered to be evil by the Powers That Be, what about 
another suggestion? Let's come up with a set of localized language files plus a 
list of simple steps required to build the three WixUI .wixlibs with the 
localized language file of choice for everybody. Not the complete environment, 
NAnt and the kitchen sink, if possible, but a couple of steps required to build 
the library (I'll look into this myself this evening). Then I could just 
publish this procedure for anybody to build their localized UI libraries. This 
way, we could have our cake and eat it, too: easy and pre-fabricated 
localization for everybody, free for the asking.

Come to think of it, what about something even simpler: pre-building those 
libraries and placing them into a third .zip for download? Then anybody 
fancying a localized installer could simply download that package, extract the 
library required, link against it and be done with it?
