Actually, I'd ask this the other way around. While it should be easy to get a localized Error table, developers should be allowed to use the built-in Error table. So, if you automatically added the translated Error text how would you enable the scenario where no Error table was desired?
Fundamentally, it is easier to add than it is to take away.
