1. Are you using WiX v2 or v3? In v3, I believe the "Platforms" attribute is 
deprecated in favor of "Platform", because an MSI package can only actually be 
set to a single platform. Setting Platform="x64" definitely works on Vista x64 
-- that's the way we build Wix3_x64.msi. You do NOT need the 64bit install of 
WiX in order to build 64bit MSIs. (You only need Wix3_x64.msi if you want to 
integrate with 64bit MSBuild, which is rarely done for now.)

2. A 32bit MSI cannot install anything to any 64bit system folders or the 64bit 
registry. As you found, attempting to do so results in a silent redirect. 
Therefore if you must install something to ProgramFiles64 or CommonFiles64 etc 
then you need a 64bit MSI. But then because a 64bit MSI cannot install at all 
on a 32bit OS, you will need to build two separate MSIs to cover both 
platforms. It is an unfortunate limitation in the way MSI supports 64bit 
platforms.
