I don't know about the Windows Installer localization but the WiX strings are all provided by volunteers. I can tell you that none of the developers that work on the core toolset regularly speak anything but English so other languages will always lag behind... until a volunteer steps up to help.
Note: We did get a donation from a couple teams inside Microsoft for much of the localized text for the UI, IIRC.
