Hi Romeo,

 Yes, <Publish> is nested under the <control> of "Next". But, when 
clicking "Next" button, either next dialog is not opening or error 
message not displayed.
I tried by putting <Publish> under the <UI>. Same behavior.
I took log for my msi.
