If you installed the German transform initially with the product as a secure transform, it is cached with the product and always used by default. You'll have to uninstall the product and reinstall without the transform.
PatchPackage is a table that patches use. Patches (MSPs) contain transforms, so when MSI is applying transforms part of the code path assumes it might be a patch and, so, checks for patch tables. It's not a problem here - just an informational message.
