$(env.ProgramFiles) is a pre-processor variable. Candle expands the value at compile time replacing it with the value of the environment variable of the compilation system rather than the target system.
[ProgramFilesFolder] is a Windows Installer property that is expanded at install time on the target system. Edwin G.
