It is product.wxs file. The feature should not be displayed in the UI if the version of the third party application is equal or greater than 5. If the version is older than 5 or the third party application is not installed, the feature should appear in the UI (and be installed by default in silent mode).
Everything works reliably when the UI is enabled and the custom action is in InstallUISequence. Moving the custom action to InstallExecuteSequence prevents it from being run at all.
