I don't see this behavior, but perhaps I didn't understand what you
said exactly. If I have multiple windows in the same workspace and
I alt-tab them, the focus goes from one window to the other and all
windows at some point get the focus.

I searched the git logs and found out that the WindozeCycling option was
removed (intentionally) in commit 6cd91272a692f235aa6 by Alfredo Kojima
in October 2004, which is before wmaker-0.90.1.
