Is the GNU maintainer required to be the same person as the Window Maker 
maintainer?  If Carlos doesn't have the time to do all these things but is 
still interested in this partnership happening, then perhaps someone else could.

Reading through the GNU Maintainer's guide, a lot of things seem optional.  For 
example:

We recommend using savannah.gnu.org for the source code repository for your 
package, but that’s not required.

Although it would be easy enough to mirror the git repository, and it would 
finally provide a bug tracker!

The advertised bug-reporting email address should always be 
‘bug-pack...@gnu.org’, to help show users that the program is a GNU package, 
but it is ok to set up that list to forward to another site if you prefer.

We could just forward to this list, etc.
