Opening this JIRA to cover the work to parameterize URI Resolver properties in
validatewsdl20 ant task as discussed on woden-dev and in Woden call 6th Feb 07.
When running the W3C test suite in disconnected mode, the URI resolver
requires the ant client to set vm args to indicate the catalog location and
base URI. Instead these values should be passed as arguments to the
<validatewsdl20> ant task, removing the need to set via JVM args.
